Tasks
The Client is engaged in major residential development projects in St. Petersburg and other regions.
The Client undertook a private initiative to develop and ensure subsequent maintenance of two school buildings in Admiralteysky district of St. Petersburg.
Solution
The GREEN Team, in cooperation with the financiers, prepared a package of documents to enable implementation of a PPP project in line with Federal Law No. 224-FZ ‘On Public-Private Partnership’, and is currently facilitating its approval by St. Petersburg authorities The documents package includes the following:
- Project financial model and supporting documentation
- Draft PPP Agreement
- Project proposal and all supporting documentation
The documents have been discussed with competent authorities of St. Petersburg. Assessment of effectiveness and relative benefits is ongoing.
Results
A complete package of documents has been prepared for submission of a private initiative for a PPP Agreement The Public Partner made a decision to forward the project proposal to the competent authority for assessment of effectiveness and relative benefits.
