A Russian-Kazakh company was ready to act as a private partner in the PPP project for the creation, implementation, and operation of a toll system for 15,000 km of toll roads with a capital expenses budget of more than 16 billion rubles

• The concept of necessary changes to the legislation of the Republic of Kazakhstan was developed
• Organizational and legal model for project implementation was developed
• The budget of capital expenditures for creation and costs of operation were calculated
• Analysis of the tax environment of the project was made
• Study of traffic intensity and demand for transport services in the Republic of Kazakhstan was performed
• Expert assessment of technical, technological, and organizational feasibility of the project was made
• Financial, economic, and budget efficiency of the project was assessed
• Project risk map was prepared

Plan for rapid deployment of the toll collection system was developed

Budget efficiency from the collection of fees (approx. 177 billion rubles) was justified

The Ministry of Investment and Development of the Republic of Kazakhstan concluded that the projected needs to be implemented
